Broad Grant of Rights to User Submissions

NEW version includes a clause granting CA Governor's Office permission to use all user submissions (feedback, suggestions, posts) in connection with their Internet business operations, including rights to copy, distribute, and transmit. The OLD version had no such provision, meaning users previously retained control over their submissions.

Disclaimer of Liability for Communication Services

NEW version includes explicit disclaimer that the organization is not liable for content, messages, or information in Communication Services and disclaims liability for any actions resulting from user participation. The OLD version did not contain this broad liability waiver.

Unilateral Termination Right Without Notice

NEW version explicitly reserves the right to terminate user access to any or all Communication Services at any time without notice for any reason whatsoever. The OLD version contained no such termination clause.

Shift from Privacy-Focused to Restrictive Use Policy

OLD version was primarily a privacy notice protecting user data and limiting State disclosure of personal information. NEW version shifts to a restrictive Terms of Use emphasizing prohibited conduct, content restrictions, and user conduct rules with significantly less emphasis on data protection and privacy rights.

Removal of Personal Information Protections

OLD version explicitly stated the State does not sell electronically collected personal information and provided detailed protections under Government Code § 11015.5 and the Privacy Act. NEW version removes these explicit protections and instead focuses on user conduct restrictions with no comparable data protection guarantees.
